Makati set to donate P22.7 million to regions ravaged by ‘Ompong’

Makati Mayor Abby Binay today said the city government will extend financial assistance amounting to P22,750,000 to 18 provinces and 34 cities and municipalities earlier declared to be under a “state of calamity” due to Typhoon Ompong.

The mayor said the City Council recently passed City Ordinance No. 2018-102 appropriating the said amount upon her recommendation to support the ongoing rehabilitation and recovery programs of the cities, municipalities and provinces in six regions severely affected by the typhoon last September.

“We would like to help out fellow local government units with their efforts to recover from the severe damage inflicted by Ompong. We hope our donations can somehow alleviate the plight of the victims,” Mayor Abby said.

Under City Ordinance No. 2018-102, the city has appropriated P8,250,000 for selected provinces in Regions I, II, III and the Cordillera Administrative Region (CAR). For 34 cities and municipalities in the said regions, the city has appropriated P14,500,000.

Under Region, I, the provinces of Ilocos Norte, Ilocos Sur, La Union and Pangasinan will each receive P500,000 in financial assistance from Makati.

Under Region II, Cagayan and Isabela will each receive P500,000, while Quirino and Nueva Vizcaya will each receive P250,000.

For Region III, the city will donate P500,000 each to the provinces of Aurora, Nueva Ecija, Pampanga, Bulacan and Tarlac, and P250,000 to Zambales.

The provinces of Abra, Apayao, Kalinga and Benguet in CAR will each receive P500,000.

Meanwhile, 34 cities and municipalities in the said regions will receive financial assistance from Makati. In Ilocos Norte, the LGUs of Batac, Pagudpud and Paoay will each receive P250,000, while Laoag City will receive P1 million. In Ilocos Sur, P1 million will be given to Cabugao, and P500,000 each to Caoayan and Santa Lucia.

In Aurora, Disalag and Dingalan will each receive P250,000. The localities of Cabiao, Cuyapo, Guimba, and Licab will each receive P250,000, while P500,000 has been earmarked for Cabanatuan City. In Pampanga, Masantol will receive P250,000. For affected localities in Abra, namely, Bangued, Bucay, Manabo, and Tayum, P250,000 each.

The localities of Kabugao in Apayao and Tublay in Benguet will each get P250,000 from the city, while Pinukpok of Kalinga will receive P500,000.

Under the guidelines for financial assistance to disaster-affected areas in the country, adopted through City Ordinance No. 2017-006, the Makati Disaster Risk Reduction and Management Council (MDRRMC) approved a maximum of P500,000 financial assistance to affected provinces with at least 5,001 or higher number of affected families. For those with at least 2,000 to 5,000 affected families, P250,000 will be given.

Through Presidential Proclamation No. 593 issued on September 25, Regions I, II, III, and CAR were declared under the state of calamity due to “widespread destruction and substantial damages and deaths.”

Earlier this year, under the Adopt-a-School Program of the Department of Education-Makati, the city government donated 2,500 food packs, 5,000 pairs of school shoes, 10,875 sets of school uniforms; 1,946 P.E. jogging pants, 5,594 P.E. T-shirts; 358 boy’s polo; 331 girl’s blouse, 202 boy shorts, 50 skirts, and 1,009 pants to elementary and secondary school children of war-torn Marawi City.

Under the Philippine DRRM Act of 2010, the local DRRM Council may transfer funds to support disaster risk reduction work of other LDRRMCs which are declared under a state of calamity, upon the approval of the Sanggunian concerned.
